The above mentioned apartment an- owered that the records would be forwarded to the pepart- ment of the Interior, in order that the latter should come to a decision, bur up to the present cate, notwithstanding the pressure brought to hear on that Department, no deci- sion has heen reached nor has any study been made of the

case.

Under these circumstances, and with the gre test regret, in view of the respect which the China Commercial Steamship Company Ltd., has always felt for the Government of the Republic which scrupulously and honourably complied with this contract, and in spite of ite unwillingness to apperl to E.B.E's Tegation, it finas itself obliged to do so as the only me ne to obtain justice, and the prave dan- age which the company has suffered in ite intereste, result ing in the economic disorganization of its traffic, the grave responsibility which weighs on me as its Presiuent and he resentative in this country oblige me to aṛain ap- ply for the protection of H.'s Legation, as I am convinced that all the efforts and sacrifices, the patient waiting and good will I have hitherto shown, cannot bear fruitful results, or bring about an equitable decision.

For this reason I beg to renew the claim which the company I represent has presented in a diplomatic form and take the liberty of presenting Your Excellency the au→ thentic documents which prove the injury muffered, in addi-
